Biography

Dr. Shamsuzzoha is a telecommunications policy and regulatory expert with a background in Electrical and Electronics Engineering and a PhD in Public Policy from the National Graduate Institute for Policy Studies (GRIPS), Tokyo. He has extensive experience in telecommunications regulation, market analysis, quality of service, Internet governance, spectrum and technical policy, and international ICT cooperation. Currently serving at the Bangladesh Telecommunication Regulatory Commission (BTRC), he has contributed to several major national regulatory and policy initiatives and represents Bangladesh in international forums, including ICANN, the Asia-Pacific Telecommunity (APT), and the International Telecommunication Union (ITU). He is also an Associate Professor (Adjunct) at the World University of Bangladesh, where he teaches postgraduate courses on Telecom Policy, Standards & Strategy and Satellite & Radio Communication. His academic research focuses on telecom markets, regulatory policy, efficiency analysis, and applied economics.
